It’s not that Microsoft is watching, it’s what is Microsoft hiding?
In Windows Explorer, go to Tools->Folder Options. Select the “View” tab, then make sure you set the options so you see all the hidden files. The you’ll see all the folders under Temporary Internet Files that hold your IE cache.
This folder is where MS stores cached internet files. It helps speed up browsing, by checking to see if something you’re browsing has already been downloaded to your computer.
